Accessibility Transition Plan
Mission Statement
The City Attorney's Office works with all city departments towards a universally designed environment that makes it easy for all people, regardless of disability, to participate fully in community life. This echoes the spirit of Americans with Disabilities Act (ADA) of 1990 and Section 504 of the Rehabilitation Act of 1973.
Current Policy
All Capital Improvement Projects funded through the City of Seguin General Fund or Grant Based Programs are designed and constructed in conformance with the ADA and Texas Accessibility Standards (TAS).
All New Construction and Alteration Public Facility Projects funded by the City of Seguin are constructed in compliance with the Architectural Barriers Act (ABA), the ADA, and the TAS.
New Residential Subdivisions are constructed in compliance with the ADA and the TAS for accessible routes located within the public right-of-way. Parkland amenities are reviewed for conformance with the ABA, the ADA, and the TAS.
All City projects are registered in accordance with the Texas Department of Regulations and Licensing Architectural Barriers Program.
Accessibility Transition Plan
The City of Seguin is an Equal Employment Opportunity Employer.
One of the main goals of the Accessibility Transition Plan is to provide a walkable community environment of sidewalks and crosswalks that are ADA-compliant and available to all citizens.
Under Title II of the ADA, the City shall develop a transition plan where modifications are required to achieve accessibility. The City is currently within Phase I of an Accessibility Transition Plan which includes the catalogue of access within the public right-of-way and public properties in accordance with Title II of the ADA.
Once complete, the City will prepare a Phase II document that identifies conflicts, severity of conflict, and prioritization of the repairs.
Phase II of the Transition Plan will include:
- Policy and Procedure Updates
- Field Collection for Right-of-Way
- Building and Park Facilities
- Public Community Input
- Preliminary ADA Accessibility Transition Plan Draft
Phase III of the Transition Plan will include:
- Department and City-wide ADA Training
- Curb ramp construction in alteration projects as part of the City's street maintenance
- Sidewalk hazards addressed as priority
- Removal of tripping hazards in Downtown Seguin and other facilities
- Formal ADA grievance process
