SEGUIN, Texas – Seguin City Manager Steve Parker recently announced that Mark Kennedy has been selected as the new City Attorney. His first day with the City of Seguin is October 2, 2023.
Kennedy brings over 21 years of law experience to Seguin. Prior to joining the City of Seguin, Kennedy spent 10 years as General Counsel at Hays County where he advised the Commissioners Court, the Hays County Sheriff and other county offices on a wide array of legal matters. Prior to that, he worked for four years with the Hays County Criminal District Attorney’s Office in San Marcos as Assistant District Attorney - Chief of the Civil Division.
“I am honored to have the opportunity to serve as the City Attorney for Seguin,” said Kennedy. “Having worked along the high-growth corridor between Austin and San Antonio most of my career, I hope to utilize the knowledge I have gained to better serve the Seguin community.”
Kennedy graduated from Texas A&M University with both a Bachelor of Science degree in
Psychology and a Master of Education degree. He earned a Doctor of Jurisprudence from the University of Houston Law Center. He is licensed by the Supreme Court of Texas and serves as a member of the State Bar of Texas, the Texas District and County Attorneys Association, and the Hays County Bar Association.

I feel the initiatives that we worked on together greatly benefited the citizens of that community. I have always found Mark to be extremely intelligent, a tactful negotiator and someone who is truly a servant leader. We are very lucky to have him joining our team,” said Parker.
