Traditional financial information contained on this page includes links to budgetary reports and audited financial reports, as well as information on the City’s investments, financial policies, debt obligations, hotel occupancy tax disbursements, and quarterly financial reports.
Most Recent Financial Information
The following information is taken from the City of Seguin’s Comprehensive Annual Financial Report for the Year Ended September 30, 2020 pages 22-23 and 27.
Governmental funds account for most of the City’s basic services, such as public safety, public works, parks and recreation, library, main street and general administration. The cost of these services is primarily funded through property tax, sales tax and fees for services. Proprietary funds account for the City’s utility services including electric, water and wastewater. Proprietary funds also include health and workers’ compensation insurance through internal service funds.
Governmental and proprietary funds report ongoing operations as revenue and expenditures. Non-operating revenue and expenses include, but is not limited to, interest income, gain or loss on sale of assets, interest charges and bond issue costs. Other financing sources and uses include, but is not limited to, intrafund transfers and issuance of debt.

Hotel Occupancy Tax Reports to the State
Details of the revenue and disbursements of Hotel Occupancy Tax beginning in the fiscal year 2017.
Reports are presented to City Council on a quarterly basis. Quarterly reports are provided beginning in FY2017.
Investment reports are presented to the City Council every quarter. Investment reports for the current fiscal year as well as the last five fiscal years are provided.
