General Contractor Selected for Park West
Bid Allows Inclusion of Additional Features

SEGUIN, Texas – Seguin City Council has approved the selection of The Koehler Company as the general contractor for Park West, a 48-acre community park to be built on the city’s west side. The selection was approved by a unanimous vote at Tuesday’s meeting.

“We’re excited to take another step forward with this exciting project that will add to our great recreational amenities for the community to enjoy, further making Seguin a wonderful place to live, work and play.” Parks and Recreation Director Jack Jones said. “With the contractor now on board, the actual construction of the park will soon get underway.”

The bid from The Koehler Company, a local firm, includes several add alternates for the new park and improvements at others. A third soccer/athletic field, sod and an additional 70 parking spots will be included at Park West, bringing the total on-site parking to 155 spaces. The restrooms at Manuel C. Castilla Park and Max Starcke Park East will each be replaced. In addition, the restroom at Max Starcke Park West will be renovated.

The bids for the project were reviewed and evaluated by a selection committee consisting of Councilmembers Tomas Castellon, Fonda Mathis and Phil Seidenberger and city staff members Assistant City Manager Rick Cortes, Director of Parks and Recreation Jack Jones and Assistant Director of Parks and Recreation Crystal Miranda. The city’s contracted design consultant, Rialto Studio, was involved by providing the committee background information. The Koehler Company was selected based on criteria including price, experience, work on similar projects and their bid represented the best value for the city.

Park West will be constructed on the southeast corner of San Antonio Avenue and North Vaughan Avenue. The overall project includes athletic fields, a skate park, playscape, splash pad, group pavilion, picnic shelters, nature trails, off-road bicycle trail, parking, restrooms and concessions. A tentative project schedule includes a substantial completion date of June 30, 2015.

The Michael Thomas Raetzsch (MTR) Skate Park will be constructed within Park West. The MTR Skate Park, under the design of SPA SkateParks, has a budget of $385,000 and is anticipated to open in May or June.

“The overall project schedule is still somewhat aggressive, but if all goes smoothly and the weather is agreeable during the construction phase it is certainly achievable,” Jones continued.

Koehler Company’s $2,543,629 Park West bid is funded by the voter-approved 2013 bond package. The $5-million package provides for park amenities, including Park West and the MTR Skate Park.
